Donna Petrachenko represents the Marine Division, Australian Government Department of the Environment, Water, Heritage and the Arts, and is the Australian Commissioner to the International Whaling Commission.

Jack Dunnigan is the Assistant Administrator for NOAA’s National Ocean Service.

Sidney Holt was the ‘father’ of the symposium on protected areas for cetaceans organized by IUCN in 1979 and, with Lyall Watson, of the Government of Seychelles, campaigned the same year to designate the Indian Ocean as a sanctuary for whales. He was also one of the key players in the campaign, led by the Government of France, to designate the entire Southern Ocean as a sanctuary, in 1994.
